What is MTCTE and who enforces it?

MTCTE - Mandatory Testing and Certification of Telecommunication Equipment - flows from the Indian Telegraph (Amendment) Rules notified in September 2017. The Telecom Engineering Centre (TEC), under the Department of Telecommunications, is the telegraph authority that publishes the Essential Requirements and issues the certificates. Phase-I equipment became mandatory from 1 October 2019, with further phases notified over time.

Does a foreign manufacturer need an Indian presence for MTCTE?

Accepted Answer

Yes - every foreign OEM needs an Authorised Indian Representative (AIR) to apply. If you have an Indian office it can act as AIR; if not, Shasta acts as your AIR, holding the legal representation with TEC and managing the portal, testing and queries end to end.

What is the difference between the SCS and GCS routes?

The Simplified Certification Scheme covers simpler product types: you submit a test-wise compliance sheet rather than full reports, though the product must still be fully tested and evidence retained for audit. The General Certification Scheme, for complex products, requires all test reports and documents to be filed with TEC. We confirm which route your product qualifies for.

Which labs can test for MTCTE?

Testing must be done at TEC-designated CABs (Conformity Assessment Bodies) in India, or at recognised labs of MRA partner countries accredited under ILAC. Several labs may be needed to cover one ER - we plan the split so samples and cost stay minimal.

How long is the TEC certificate valid?

The certificate and ID number are issued for the model along with its associated or series models where applicable. Validity follows the certificate terms; we track it alongside your other approvals so renewals never surprise you.

How is MTCTE different from BIS or WPC approval?

Accepted Answer

They cover different things and often stack: BIS covers product safety, WPC covers radio spectrum, and MTCTE covers telecom-network compliance against TEC's Essential Requirements - including network security and IPv6 clauses the others never touch. A single router can need all three; we map the full stack before filing anything.
